The Canadian government, through Immigration, Refugees and Citizenship Canada (IRCC), has introduced new measures to sustain the growth of the International Student Program. A notable change is the requirement for a Provincial Attestation Letter (PAL) for most new post-secondary international students. This document confirms your enrollment within the allocated number of students each province or territory can support, crucial for your study permit application.

Who Needs a PAL?
If you’re applying for a study permit from India, beginning or after January 22, 2024, for college or undergraduate programs, including non-degree granting graduate programs, you’ll need to secure a PAL. This requirement aims to enhance system integrity and ensure a positive academic and social experience in Canada.
Key Updates for 2024 Applicants:
Temporary Cap on Study Visas: There’s a set limit of approximately 360,000 study visas for 2024, reflecting a 35% decrease from the previous year. Provincial and territorial caps will also be in place.
Letter of Acceptance Verification: From December 1, 2023, DLIs are directly verifying LOAs with the IRCC to combat scams and ensure authenticity.
Extended PGWP for Short Master’s Programs: Starting February 15, 2024, students graduating from master’s programs shorter than two years may be eligible for a 3-year Post-Graduation Work Permit (PGWP).
Updated Spouse Work Permit Eligibility: Only spouses of students in graduate and professional degree programs can apply for an open work permit starting in 2024.
